Bluewater Youth & Adult Services believes that every child is unique and is entitled to a level of support necessary to bring positive change to their life situation. Every child should have the opportunity to reach their highest potential. A child’s behavioral, emotional, and developmental needs should be addressed by highly trained youth workers. We are committed to ensuring youth have a safe and comfortable environment to develop in.

Our History
Bluewater Youth & Adult Services has a long history of serving individuals in Grey and Bruce Counties.

August 1978
Discussions took place between Pine Hill Youth Residence Ltd., the Ministry of Community and Social Services (M.C.S.S.), and the local Children’s Aid regarding the establishment of a parent model group home for the Grey/Bruce area.
January 1979
A new facility named Pine Hill Youth Residence Ltd. officially opened. 7 beds were funded by the two local Children’s Aid Society’s and 3 Open Observation/Detention beds funded by the M.C.S.S.
1984
Family model group home status with M.C.S.S. changes to a staff model Custody and Observation/Detention under the Young Offenders Act.
1986
Discussion with the Ministry of Correctional Services (Corrections) leads to the opening of the three beds within the existing program.
1987
An additional two beds funded by Corrections
1988
Second program with twelve beds funded by Corrections called Pine Hill Farm was established.
2003
Discussions with Grey and Bruce Children's Aid Society (C.A.S.) around the need for specialized group care for C.A.S. wards took place. Pine Hill Youth Residence Ltd. provided two beds to the local C.A.S. for Residential Group Care.
2004
Approximately 9 acres of land is successfully rezoned institutional. Pine Hill Farm is converted to a 12 bed C.A.S. Group Home named Bluewater Children’s Services (a Division of Pine Hill Youth Residence Ltd.)
2005
Bluewater Children’s Services expanded with the addition of a four bed female residence in the Village of Tara (Bluewater Children’s Services refers to the two programs as the Sullivan and Tara Residences.)
2006
Bluewater Children’s Services established Individualized Child & Youth Worker Support Program
2007
Bluewater Children’s’ Services further expands the Child & Youth Worker Program to assist youth in their transition to community independence.
2008
Bluewater Children’s Services & Bruce C.A.S. pilot a program utilizing Youth Care Workers involved in their specialized Treatment Foster Care Program. Tara program closes. Residential Adult services commence with the opening of the Chatsworth House.
2012
Bluewater Children’ Services had a name change to reflect the program needs for Adults, therefore Bluewater Children’s Services was renamed Bluewater Youth & Adult Services Ltd.
